Councilmember Nadeau issued the following statement in response to the D.C. Department of Housing and Community Development’s mismanagement - forfeiting $35 million in affordable housing funds while bailing out a developer.
Council passes Nadeau’s amendment with major wins for TOPA rights, then undermines it with massive exemption for thousands of buildings.
I am greatly disappointed in the Council’s vote to reverse decades of protections for tenants under TOPA. I reject the assumption that the only way to increase production of housing for new tenants is to take away rights from existing tenants.
