Housing & Homelessness

How we treat our most vulnerable communities is a measure of how well the District is doing. As chair of the Council’s Human Services Committee for six years, I spearheaded legislation and pushed for funding to ensure a path to safe and affordable housing for every District resident, including through my amendment to the Homes and Hearts Act in 2021, which made more than 2,400 housing vouchers available, enough to end homelessness in the District.

Far too many of our residents struggle with excessive housing costs and displacement. Unless we preserve and build new affordable housing, the District’s growth will come at the expense of pushing out low-income families and people of color, particularly the communities that have made Ward 1 so vibrant and resilient.

On March 4, 2020, Councilmember Nadeau sent this letter and request to Director Zeilinger of the Department of Human Services to ensure that the Council and the public are fully informed about the wellbeing of families staying in hotels and in our new Short Term Family Housing (STFH) facilities.

WASHINGTON – Today, Ward 1 D.C. Councilmember Brianne K. Nadeau introduced a comprehensive bill to reform the District’s Department of Consumer and Regulatory Affairs by making it more accountable to residents and its decisions more transparent. The Tenant and Homeowner Accountability and Protection Amendment Act of 2019 was co-introduced by Councilmembers Mary Cheh and Anita Bonds and co-sponsored by Councilmembers Elissa Silverman, Jack Evans and Chairman Phil Mendelson. It was referred to the Committee of the Whole.
After consultation with the Chairman, other colleagues on the Council, constituents, and advocates, I have revised amendments that I plan on introducing at the Council's July 9th markup.
On July 2nd, Council Chairman Mendelson released a draft of changes to the Framework Element of the Comprehensive Plan, which the Council has been considering for more than a year.
Last week, the Council took an important vote on the budget that will set the direction for DC’s spending next year. It contains some significant wins for Ward 1 and on my priorities of addressing homelessness, supporting small businesses, building affordable housing, and keeping our communities safe. Below are highlights, but please feel free to get in touch with my office if you would like more detail on funded items.
WASHINGTON – Today, Ward 1 D.C. Councilmember Brianne K. Nadeau celebrated securing $1 million for Ward 1 public housing repairs in the FY20 budget passed by Council this week. An amendment, written by Nadeau and At-Large Councilmember Elissa Silverman, was included in the budget to redirect funds that had been set aside for the Line Hotel’s tax abatement toward public housing repairs in Ward 1. The amendment comes after the District’s Attorney General confirmed that the hotel was not eligible for the abatement after it did not meet the law’s local hiring requirements.
On April 2nd, Councilmember Nadeau and the rest of the DC Council sent a letter to the Federal Food and Nutrition Service in opposition to proposed rule changes that would put thousands of food insecure Washingtonians at risk. Read the full letter here:
