Nadeau Blasts DHCD Over Loss of Federal Funds

WASHINGTON, D.C. — Councilmember Brianne K. Nadeau, D-Ward 1, issued the following statement in response to the D.C. Department of Housing and Community Development’s mismanagement – forfeiting $35 million in affordable housing funds while bailing out a developer.

“Unfortunately, this is not a surprise to those of us who have been laser-focused on affordable housing in D.C. The D.C. Department of Housing and Community Development has lost many critical staff under this director, putting projects across the District at risk. At a time when it’s harder than ever to secure financing for affordable housing, it’s unconscionable that this government could be so cavalier with so much money.

“And it’s certainly no surprise that Bowser darling Buwa Binitie received the latest bailout, even as he’s allowed Ward 1’s Urban Village to deteriorate. Perhaps, instead, there should be some consequences for his mismanagement of these critical projects.”

Council passes Nadeau’s amendment with major wins for TOPA rights, then undermines it with massive exemption for thousands of buildings.
I am greatly disappointed in the Council’s vote to reverse decades of protections for tenants under TOPA. I reject the assumption that the only way to increase production of housing for new tenants is to take away rights from existing tenants.
The proposed changes would create predictability for building owners and developers, encourage new housing investment in the District, and protect the rights of tenants to negotiate when residential buildings go up for sale.
